Strategic Planning for the NOAA Pacific Regional Executive Board

Checking the rigging for the largest federal steward of our oceans.

EcoLOGIC collaborated with executive leaders from all NOAA line offices across the Pacific Region to evaluate the organization’s structure, planning documents, and governance agreements. This effort laid the foundation for the 2018 Strategic Plan and included the development of operating guidelines and process tools to strengthen coordination and improve efficiency.

Within a year, the Board reported measurable outcomes: higher partner participation rates, consistent completion of monthly action items, and greater engagement of the broader NOAA Pacific network beyond the executive team.

Empowering Policymakers in the Northern Mariana Islands

New data about coral reefs revealed a story that needed to be heard.

EcoLOGIC partnered with Good Juju Co. to facilitate a robust discussion on coral reef data among coral reef managers in the Commonwealth of the Northern Mariana Islands (CNMI).

Through collaborative discussion over more than a year, these leaders identified a series of clear threats and tangible solutions for the reef system of CNMI. EcoJuju distilled this work into a Storymap now used to inform policymakers and thought leaders in the Marianas.

This Storymap highlighted priority issues to address, current successful initiatives, and opportunities for additional initiatives to protect CNMI’s reef, focusing primarily on: engaging tourists in preservation, leveraging community education for conservation, and conducting additional research to close knowledge gaps.

Two Agencies, Dozens of Experts, One Strategy

How federal agencies collaborated to manage the more remote areas in the Pacific.

EcoLOGIC, in partnership with Good Juju Co., designed and facilitated a virtual technical workshop around science, monitoring, and co-management between USFWS and NOAA- in support of a Presidential Proclamation directing their partnership to work together as stewards of the U.S. Pacific Remote Island Area (PRIA),

The previously planned in-person workshop was converted to virtual workshop to accommodate COVID-19 stay-at-home orders across the Pacific.

This interactive event included over 40 participants and featured innovative tools that enabled them to watch live graphic recording, add their own annotations, and create and move virtual post-its in real time. The discussion and input from technical experts provided needed recommendations to management agencies.  ​

Stronger U.S. Pacific Island Partnerships

Supporting the largest ocean partnership in the nation.

The four U.S. Pacific Island jurisdictions of Guam, American Samoa, Hawaii, and the CNMI are responsible for managing 3,718,000 km² of ocean —that’s more than one-third of the total area of the United States’ oceans.

Regional coordination assists the U.S. Pacific Islands Region governors of American Samoa, the CNMI, Guam, and Hawai’i in navigating coastal and ocean management priorities that require a coordinated regional response and increased collaboration to effectively address these issues.

Pacific-Wide Regional Data Partnerships

Better data, across the ocean.

As part of the Pacific Regional Ocean Data Sharing Initiative and Federal Executive Order 13840, ecoLOGIC designed a virtual workshop to connect coastal zone managers and NOAA managers of the U.S. Pacific Islands: Guam, the Commonwealth of the Northern Mariana Islands (CNMI), American Samoa, and Hawaiʻi. These research, policy, and data science leaders are key connectors between the public, research, and government sectors. 

This initiative focused on resolving data gaps to help PacIOOS uncover opportunities to allocate funding and resources to protect coastal regions and communities.
